I am deeply saddened by your loss. I had the distinct honor of working with "Ray" over the years at what is now the Information Directorate, Air Force Research Laboratory. He was, unquestionably, an exceptional leader, and the Air Force, the Air Force Research Laboratory, and the community of Rome, New York, will miss him greatly.

Bernadette & Eileen, Your father was an extraordinary man. Ray wasn’t the best scientist in the Air Force, but he won the most prestigious Harold Brown Award for his scientific contributions. He wasn’t the top administrator in the Air Force, but he led the best directorate of the Air Force Research Lab through an enviable record of defining accomplishments. He wasn’t the most forward-looking person in the Air Force, but he was the life force behind the largest reconstruction, reorganization and renewal of the Rome state-of the-art research facility in its 60+ year history. Possessed of a finely honed judge of character, a wry sense of humor, and a keen political astuteness, he was immensely generous of his time and talents to local causes. His devotion to the health and success of the laboratory and the science and technology environment of Central New York was unmatched. Those of us who were lucky enough to have been mentored by Ray, or to have been blessed by his friendship, know that we have lost an irreplaceable leader of our time. “And until we meet again, May God hold you in the palm of his hand.” Our thoughts and prayers are with you.
